Headquartered in the San Francisco Bay Area, PCA’s footprint extends across all 50 states with 60 staff, 150 experienced trainers, an active and engaged governing board, and an alliance of advisory and local boards, leadership councils, and national and corporate partners. PCA is looking for people who are passionate about the power of youth sports to improve outcomes for young people to join our high-impact team.
*Executive Summary & Strategic Mandate*
The Chief Operating Officer (COO) serves as the executive leader responsible for steering the enterprise-wide operational architecture, service delivery excellence, and scalable program infrastructure. Reporting directly to the Chief Executive Officer, the COO oversees one of three core executive pillars within the C-suite (Operations, Finance & Administration, and Revenue).
The COO unifies cross-functional operations and field execution into a single, cohesive framework. The COO protects quality, optimizes resource allocation, and drives data-led continuous improvement across the organization.
*Key Executive Accountabilities*
Enterprise Operational Strategy & Governance
- Operational Ecosystem Integration: Design and govern a cohesive operational strategy aligning Product Development, Partner Operations, Community Programming, Impact Analytics, and Regional Execution under unified executive leadership.
- Decoupling Fulfillment from Acquisition: Establish clear operational boundaries separating partnership acquisition (sales) from service fulfillment, eliminating capacity bottlenecks and ensuring high-quality, sustainable execution.
- Span of Control & Organizational Architecture: Enforce enterprise-wide organizational design standards, maintaining a 1:4 to 1:6 management span of control to maximize executive bandwidth, team mentorship, and operational pacing.
- Inter-Pillar Alignment: Serve as a core C-suite partner alongside the CEO, CFO (Finance/HR/Tech), and CRO (Revenue/Advancement) to drive cross-functional velocity and strategic alignment.
Product Innovation, Curriculum & Field Execution
- Curriculum-to-Field Bridge: Oversee the strategic alignment between Product Design and Field Execution ensuring curriculum translates seamlessly into field impact.
- Trainer Network Ecosystem: Establish continuous operational feedback channels connecting 170+ field trainers with core product developers to drive rapid curriculum iteration and quality control.
Partner Fulfillment & Program Operations
- End-to-End Fulfillment Oversight: Executing account onboarding, workshop logistics, trainer scheduling, and partner implementation.
- Process Optimization & Scalability: Modernize post-sale implementation systems to reduce administrative friction, increase operational velocity, and elevate partner retention metrics.
Community Engagement, Programming
* Community Strategy & Advocacy: Designing and delivering localized community engagement, youth advocacy, and impact initiatives.
Measurement, Learning, and Evaluation (MLE) Engine
- Data-Driven Operational Feedback: Integrate quantitative research and qualitative evaluation directly into core operational processes.
- Continuous Efficacy & ROI: Utilize impact analytics to validate program efficacy, inform strategic resource allocation, and feed actionable insights back into product design and trainer ops.
Regional Hub Governance & Expansion Models
- Regional Expansion Governance: Oversee regional leadership, starting with , establishing standard operating procedures, local governance, and scalable templates for future regional expansion.
- Regional Quality Assurance: Maintain enterprise brand standards, financial stewardship, and local community impact.

- Fulfillment SLA Attainment: 95%+ on-time, successful delivery of workshops, partner commitments, and program logistics.
- Curriculum Efficacy & Partner NPS: High partner retention scores and quantitative impact validation driven through MLE research.
- Span-of-Control Governance: Strict adherence to targeted 1:4–1:6 manager-to-report ratios across all operational tiers.
- Operational Efficiency & Unit Cost: Reduction in fulfillment cycle times and optimization of cost-per-delivery metrics.
- Executive Team Health & Retention: High team retention, engagement scores, and leadership development across direct reports.
*Comprehensive Executive Qualifications & Competency Framework*
Education & Credentials
- Required Education: Master’s Degree in Business Administration (MBA), Public Administration (MPA), Non-Profit Management, or a related executive field; or equivalent senior executive experience.
- Preferred Professional Certifications: Lean Six Sigma (Green/Black Belt), Project Management Professional (PMP), or Executive Leadership Certification.
Executive Experience & Proven Track Record
- Senior Leadership Depth: 12–15+ years of progressive operational leadership, with at least 5–7 years serving in a C-Suite (COO), Executive Vice President, or Senior Vice President capacity within complex, multi-site organizations.
- Scale & Scope: Proven track record leading operational delivery within mission-driven, non-profit, educational, youth sports, or multi-regional service organizations operating at national scale ($15M–$50M+ operating budgets).
- Systems & Transformation Expertise: Demonstrated success designing, restructuring, or scaling complex service fulfillment infrastructure without compromising quality or mission integrity.
- Decoupled Sales & Operations Experience: Deep experience navigating organizations that separate business development/sales from operational fulfillment.
Executive Core Competencies
- Enterprise Systems Thinking: Ability to view the organization holistically, diagnosing operational friction, mapping end-to-end workflows, and designing scalable infrastructure.
- Data-Informed Decision Making: Exceptional command of data analytics, research methodologies, and continuous quality improvement (CQI) frameworks.
- Change Management & Pacing: Masterful at leading large-scale organizational transformations, managing change fatigue, and establishing clear operational pacing.
- Strategic People Leadership: Proven ability to lead, mentor, and inspire a multidisciplinary executive team spanning product design, field operations, impact analytics, and regional hubs.
- C-Suite Executive Gravitas: Superior written and verbal communication skills with the executive presence to present to Boards of Directors, key donors, national partners, and enterprise stakeholders.
- Mission Alignment: Possesses a genuine passion for sports, learning, and youth development.
